Retiring to Cyprus from the UK: Complete 2026 Guide for British Pensioners

Cyprus offers British retirees left-hand driving, English as a working language, a 5% pension tax rate and Category F residency. Here is everything you need to know for 2026.

English is a working language at banks, hospitals, courts and government offices. The island drives on the left. The UK State Pension is uprated each April. And the Cypriot income tax system offers a flat 5% rate on foreign pension income that no other EU country matches.

Why British retirees choose Cyprus

Of the roughly 19,000 UK State Pension recipients living in Cyprus, the overwhelming majority are in Paphos and the surrounding Peyia–Coral Bay area, which has evolved into one of the most British-friendly communities outside the UK itself. Key advantages:

1. English is a working language — not just spoken in tourist areas but used in Cypriot courts, government ministries, hospital forms and banking. Unlike France, Spain or Greece, you do not need to speak Greek to manage daily life.

2. Left-hand driving — Cyprus is one of only three EU countries that drives on the left (the others are Ireland and Malta). British retirees do not need to retrain.

3. Flat 5% pension tax — Article 20 of the Cypriot Income Tax Law N.118(I)/2002 lets foreign residents elect a flat 5% rate on foreign pension income above a €3,420 personal exemption each tax year. This is the lowest pension tax rate in the EU.

4. UK State Pension uprated annually — Cyprus is covered by a UK reciprocal agreement, so the State Pension rises each April with the triple lock.

5. Familiar healthcare — the GeSY (General Healthcare System) was modelled partly on the NHS and covers all residents including foreign nationals with an S1 form.

The full new UK State Pension (£997/month in 2026) covers most basic costs in Paphos; retirees with an additional workplace or SIPP pension live very comfortably.

How to get Cyprus residency: Category F (Pink Slip)

The Category F Permanent Residency (colloquially called the "Pink Slip" after the colour of the original paper certificate) is the standard route for British retirees.

Who qualifies?

  • Confirmed passive income from abroad (pension, rent, investments) of at least €9,568/year (~£8,130) for the main applicant, plus €4,613/year for a spouse/dependant
  • Valid private health insurance (until GeSY registration is complete)
  • A Cypriot bank account
  • Proof of accommodation (rental contract or property ownership)

Process:

  1. Enter Cyprus on a 90-day visa-waiver (no visa needed for UK citizens)
  2. Open a Cypriot bank account (Alpha Bank and Bank of Cyprus are the most British-expat-friendly)
  3. Secure a 12-month rental or purchase property worth at least €100,000
  4. Submit Category F application to the Cyprus Civil Registry & Migration Department (CRMD)
  5. Live in Cyprus while application is processed — this is legal and standard
  6. Collect your MEU1 residence card once approved (typically 8–14 months)

Faster alternative: Fast-Track Category 6.2

If you purchase Cypriot property worth at least €300,000 and demonstrate annual income of €50,000+, you qualify for Fast-Track Category 6.2 permanent residency, typically approved in 2 months.

Tax on your UK pension in Cyprus

This is where Cyprus really stands out:

The 5% election: each tax year, you file your Cypriot income tax return and elect under Article 20 to pay the flat 5% rate on your foreign pension income above the €3,420 personal exemption. There is no sunset clause — you can elect 5% every year you are a Cypriot tax resident.

Example: UK State Pension (£11,973/year = ~€14,000) + workplace pension of £8,000/year = ~€22,400 total.

  • Exemption: €3,420
  • Taxable: €18,980
  • Tax at 5%: €949/year (~£808)

Compare that with UK income tax on the same income: roughly £3,486/year (after personal allowance at 20%).

UK government service pensions (civil service, armed forces, teachers, NHS): these remain taxable in the UK only under the UK–Cyprus double-tax treaty, so they do not benefit from the Cypriot 5% rate.

Cypriot 60-day rule: since 2017 Cyprus offers an alternative tax residency test — spend at least 60 days per calendar year in Cyprus (and not 183+ days in any other country) to establish Cypriot tax residency. This allows British retirees who spend winters elsewhere to still benefit from the 5% rate.

Healthcare for UK retirees in Cyprus

GeSY (General Healthcare System): Cyprus's public healthcare system launched in June 2019, modelled on the NHS. Residents pay a small percentage of income as a GeSY contribution (typically 2.65% of pension income) and access:

  • GP visits: €6 co-pay
  • Specialist referrals: €11 co-pay
  • Prescriptions: €1–3 co-pay
  • Emergency treatment: free

S1 form holders: if you receive a UK S1 form before leaving (apply via NHS Business Services Authority), you register the S1 with the Cypriot Health Insurance Organisation (HIO) instead of paying the GeSY contribution. UK-funded public healthcare then applies — completely free for most services.

Private health insurance: many British retirees also carry a private top-up policy (typically £75–100/month for full cover at age 65–70) for access to private hospitals and dental care.

Where to live in Cyprus

Paphos is home to around 70% of UK retirees in Cyprus. The broader Paphos district — including Coral Bay, Peyia, Chlorakas and Tala — is so British-community-heavy that English is effectively the default language for day-to-day commerce. House prices are lower than Limassol; the airport connects direct to most UK airports.

Limassol (Lemesos) is a larger, more cosmopolitan city with a marina, international schools, higher rents and a more diverse expat mix. It suits retirees who want urban amenities alongside the sea.

Larnaca is quieter than both, sits adjacent to the main international airport, has a growing expat scene on the seafront, and is generally the cheapest of the three main British retiree areas.

Protaras/Ayia Napa on the east coast is popular as a holiday area but has fewer year-round expat services.

Can I use my UK driving licence in Cyprus?

Yes — Cyprus accepts UK driving licences for residents on the same terms as EU licences. You can drive on a UK licence for as long as it remains valid, then exchange through the Cypriot Department of Road Transport.

Do I need to speak Greek?

No — not in Paphos or Limassol. Greek is useful for rural areas and government interactions outside the main cities, but the vast majority of services in the main expat areas operate in English.
